I don't personally agree with it, but sanctuary cities have legal footing for refusing to assist ICE since immigration falls under federal jurisdiction, and the Constitution forbids the federal govt. from compelling states and cities from enforcing federal law. What counts as assistance can of course fall into a gray area. However, no one, whether a state, city, or individual, has the right to obstruct federal law enforcement. This is probably why there's been such a coordinated effort to claim that Renee Good was a "legal observer".
The state has a legal, indeed, constitutional obligation to keep federal roadways and federally funded roads open to traffic and use by federal officials. Effectively, the local LE in Minnesota and other states where ICE is operating have permitted protesters to block federal LE from traveling on state and federal roads.
