not do not bother to say what they mean by "consciousness". As for "the basics", the only consciousness we really have knowledge of is our own. Beyond that, we are just analogizing. But
that analogizing must be valid to some extent. There seems to be a consensus (among scientists) that all vertebrates have consciousness.
Among vertebrates, the situation seems to be that there are *always* three states: 1) being truly conscious, 2) being falsely conscious (dreaming), and 3) being unconscious (asleep without dreaming, or knocked out for one reason or another). Note that we regard as "conscious" all creatures *capable* of being conscious, regardless of what state they happen to be in at any given moment. If there's an absolute shield from legal liability for makers and providers, that tells you everything that you need to know about safety and efficacy.
