Pretty sure he was referring to the IRS, FBI, CIA, etc. the DoD can stay, but with real auditing and scrutiny. So without the FDA, supermarkets would try to sell rotten food? Lighthizer’s book, No Trade is Free, is an excellent book that described Lighthizer’s efforts during Trump 1.0 to improve trade for the US around the world. Tariffs were but just one of the tools in the tool box.

The trade war was currently initiated by Trump to, according to him, to fill the federal coffers sufficiently to eliminate the need to pay corporate or personal tax, thus benefiting the uber wealthy (esp. billionaires like Trump & Musk) the most by far and to bring back manufacturing to the motherland (USA.., not Russia). US manufactured goods pay workers at a much higher rate than places like China, India and Vietnam, resulting in higher prices.
On, off, on, of, on Trump tariffs will make imported tariffed goods and services more expensive. Note that the Feds scoop the tariff $s, not consumers. Reciprocal tariffs from Canada, Europe and the like will make US goods and services prohibitively expensive in their countries, even moreso courtesy of the relatively strong USD.
Thus, it appears Trump has effectively shrunk business opportunities outside the US for those American companies doing biz there. Trump has also pissed off the vast majority of the western world who are now actively boycotting American goods which is a bit of a problem given that these guys make more $s than 3rd world ones. I'm Canadian, so have some insight there. Check average household incomes of dictatorships like Russia and note that they earn about one half if even less than in America so American made goods won't be purchased there.
Stock markets and 401ks, etc. have taken notice providing us with less savings and higher prices. Travel into America is taking a terrible beating.
Trump and team are saying things will be better than ever! The best they've ever been! Just have faith and wait patiently. Maybe even in a 100 years!
Because the world's richest man has gotten himself good'nd tangled up in this mess, Tesla, SpaceX, X, Neuralink, xAI and The Boring Company are now brands to be avoided at all costs. Tesla in particular is anathema and why just today we hear that almost all 46-47k Cybertrucks have been recalled because exterior trim panel was falling off and creating hazardous driving conditions, to say nothing of hazardous self driving software and ever improving competition and choices. Musk even takes to Fox to cry over Dems' alleged ‘hatred and violence,’ laments 'deranged' attacks on Tesla plants and seems to not realize that Dems are the environmental supporting, higher socio economic ones that are his primary target market for the majority of his brand network.
